I must be having a brain cramp, but I need to be refreshed on this. When a pattern says to "sl" 1 stitch, have I decreased 1 stitch on the row. I'm making a pair of socks.

No, slipping a stitch is just moving it from one needle to the other without working it, does not mean a decrease. If the whole instruction is 'slip 1, k1, psso' that would be a decrease.
