I would like to make a cowl for my daughter (7 yrs old) and am planning to use this pattern:

Do you think I need to make it smaller to adjust for a child's size?

I am going to make it in Malabrigo Rasta Abril which I think she will love.

I emailed the Lion Brand pattern customer service with this question and they replied:

"We're very sorry but this pattern is only available as written. To make the pattern larger or smaller requires quite a bit of redesigning which is very time consuming."

Isn't it just a tube? I would have thought that making it smaller would only involve decreasing the amount of cast on stitches and maybe making the middle part shorter.

It is just a tube and would be easy to alter. The time consuming part in this case is probably in the pattern writing and figuring out how much yarn is needed for that size etc. I've written a few patterns and it's much easier to do just one size.

Since this is just a tube you can just cast on less stitches and make the tube shorter if you want. The gauge is 8sts over 4 inches...so 2 spi. So figure out how big around you want it (big enough to go over her head at least) and cast on accordingly.

They don't want to rewrite the pattern, is what they're telling you. Yes, it's just a tube with ribbing on the edges. The pattern as written comes out to about 27" around and you probably need it about 6" less. If your yarn is also a super bulky, then CO 12 sts less and that should do it. If your yarn is a little thinner, a worsted or bulky, then knit up about 16 sts to see how many sts/inch you get and it could be the 52 sts will work out fine, or you might even need to add more. I'm sure she has quite a small neck, but it needs to go over her head, so you need enough sts that would measure about the same size as her head.
