It does sound like you're going to fold up the work for a hem, which is common for a picot edge. Cast, work x rows, do a YO k2tog round, work another x rows, then knit the cast on st with one on your needles. The eyelet row becomes the picot edge. Try it and see how it works, it may surprise you.
