You could find a pattern for a turtleneck sweater and just not do the sleeves. Trust me, it works. You can go here (http://www.lionbrand.com/) for tons of free sweater patterns.

ETA: Crochet of knit, because they have tons of sweater patterns for both.

Or find a crewneck vest and make the neck a turtleneck.
