I can read this pattern one of two ways. Can anyone offer an opinion on which is the correct way?

I'm making a sweater in stockinette stitch. I'm at the point where I decrease for waist shaping. Here's how the pattern is written:

"Next row (RS): Dec 1 st each end next row, then 1 st each end foll 4th rows, 4 times."

One way to read it:
Row 1: decrease row (happens to be a knit row)
Row 2: purl
Row 3: knit
Row 4: purl
Row 5: decrease row, K
Row 6: purl
Row 7: knit
Row 8: purl
Row 9: decrease row, K
Row 10: purl
Row 11: knit
Row 12: purl
Row 13: decrease row, K
Row 14: purl
Row 15: knit
Row 16: purl
Row 17: decrease row, K

Or is it:
Row 1: decrease row (happens to be a knit row)
Row 2: purl
Row 3: knit
Row 4: decrease row, purl
Row 5: knit
Row 6: purl
Row 7: decrease row, knit
Row 8: purl
Row 9: knit
Row 10: decrease row, purl
Row 11: knit
Row 12: purl
Row 13: decrease row, knit

I think I'm making this more complicated that it needs to be, but I want to make sure I'm knitting correctly.

Thanks for any help.
