" Work 15 rows of border across 76 sts on needle." I dont think it means to make 15 rows because on the chart im using there isn't 15 rows of a continuous color.

I'm not sure, but the border instructions are sometimes separate from the chart portion. Does it say to knit these before you start on the chart?

The border stitches will be done before you start following the chart.

it doesnt say whether its done before or not. but i dont think its 15 rows before the chart starts because in the picture it doesnt look like theres 15 rows inbetween what ive done and where the chart starts.

Maybe we need a little more information - what's the pattern, do you have a link, or can you write out some of it? Border rows refer to rows that are knit at the edge of a piece. Maybe they just want you to repeat the pattern that made up the border rows.

I would suggest that potentially the colour change doesn't matter. The border will exist whether there is a colour change or not so the 15 rows (and I do think it means 15 rows) may indeed go into a new colour but the border still needs to be created. How many stitches are on the needle in total?
