I'm to the point where it says "Finishing the sleeves". My question:
when it says to work the sleeve stitches in k1, p1 rib, should I continue with yo's on either side of the markers?

It says to 'continue as established' so I'd continue with the yo's and only change the stitches between them to ribbing.

Hey, I asked pretty much the same question back in July! I think I ended up not doing the YO's when I got to the "finish the sleeve" part.

I did finish the shrug and it looked pretty good, if I say so myself. It was the third thing I had ever finished.

Just wanted to add that I DIDN'T continue to YO in finishing the sleeves because the later instructions said to bind off the 32 sleeve stitches. If you continue the YO, then you have more than 32 sleeve stitches.
