CREATE TOE:
Work in Stockinette stitch 16 rows, beginning with a knit row.
[THIS IS ME NOT UNDERSTANDING]....
next row:
*K2tog, knit until 2 stitches remain, K 2 tog. {10, 12, 13}
I am doing the largest size.
NEXT ROWS; PURL*
rEPEAT BETWEEN *S.
Stop WHEN 4 {6, 7} STITCHES ARE ON YOUR NEEDLE.
Bind off weave in ends.
place split ring marker on the 2nd [3rd, 4th sts]. This is the toe marker.

Okay from what I understand of your red area, you're going to do the following :

*K2tog, knit until 2 stitches remain, K 2 tog. {10, 12, 13}
I am doing the largest size.
Knit 2 together, knit 10, knit 2 together
(this is assuming you cast on with 15 stitches, since you're decreasing 2 stitches on that row...one at the beginning and one at the end)
NEXT ROWS; PURL*
rEPEAT BETWEEN *S.
Stop WHEN 4 {6, 7} STITCHES ARE ON YOUR NEEDLE.
Continue alternating the decrease row with the purl row until you only have 7 stitches left on your needle. This should be:
Decrease row (ending with 11 stitches)
Purl row
Decrease row (ending with 9 stitches)
Purl row
Decrease row (ending with 7 stitches)
Purl row

Does this help?

Congratualtions on your new baby that is on the way.
Thank you for your reply, and as a new sock knitter, I will print out your answer and will work from that, but, not till abit later as off to find a small pink chandeliere for Ava's room...my little granddaughter 10months.
will let you know how the snugs work out from that part of the pattern. I am feeling nervous about it.
