I have a question about a pattern for a bag that I want to knit. Here is the link to the pattern so you can see it.
My question is about the Panel Pat A. Could someone please explain to me a little better what I'm supposed to do at the 2nd and alt rows? Do I do the same thing as the row before it or do I do the exact opposite of the row before it or neither? I hope someone can help me.

What you're creating is a 5x1 rib pattern. Do row 1 as described. Then, for row 2, if it looks like a knit stitch (as it faces you now, looking at row 2), knit it and if it looks like a purl stitch, purl it. The best thing to do is know what the different stitches looks like (Jan, where are ya with that handy pic of yours? ;)). A knit stitch will look like a little 'v' and a purl will look like a tiny bump.

Thank you. I'm pretty sure I know what the stitches look like. But here's another question....what do i do for row 4 on the cable part? does the needle still go to the back and do i still knit those stitches in the C6B?

I hate to be a bother or sound stupid, but I need more help. I still don't understand exactly what I need to do with the 4th row of this pattern. Does the cable needle still go to the back and do I still knit those stitches in C6B. So confused, but I really want to do this bag. I hope it isn't too hard for me, cuz I understand everything else in the pattern.

Do the same as Newbie2 said to do on row 2. Every time you do an even row, when you're looking at the back side -

Yup, on row 4, just purl the back of the stitches that you crossed for the cables.

It sounds like you're wanting to do the cable sts again in Row 4? You only do the C6B on Row 3 of the pattern, so on Row 4, just follow what the others have said (knit the knits, purl the purls). If I misread your question, I'm sorry, it just sounded that way to me.

Thank you all for helping me. Yes Knit4Pie, I was thinking that I had to do the cable stitch on the 4th row, too. But after I started doing it, I finally understood. It's pretty simple now. Hopefully the rest will be smooth sailing. Thanks again!

I hope I can ask this question in a way where someone will know what I'm talking about. First, here is the pattern link again:
I have now finished the first strap and have casted off. Now I'm supposed to cast off the center stitches. How do I get the yarn back right there. I cut the yarn after I casted off the strap, so how to I start it back up in the center? I hope I haven't messed up.

Leave a tail of 3-6" and knit the first stitch and follow the pattern. It may seem that first one is looser, but it won't unravel and you tighten up and weave the end in later on.
