I am making a baby hat that has I cords at the top. I know how to do the one side of it but I am unsure how to do the other side. I was wanting to know if anyone had any ideas.

yes, if you can post a link to the pattern, or even type out the section you're having trouble with, I bet someone will be able to help.

it says to divide the 12 stitches into 2 groups and make I cards. I understand how to do the one side I just continue using the yarn that is attached to the hat but after I tie off that side how do I start the next I cord.

Any help would be great

Just start knitting with a new strand, and when you're done with the I-cord, just weave in the end.
