Second Q: I have a chunky Baby Alpaca Grande Tweed by Plymouth Yarn Co. Will I be able to knit this design with this yarn?

There are bunches of shrugs with similar shape so I'm assuming you mean with the hand things? If you want free you could probably just knit the arm longer, maybe tighter and and add a hole for the thumb and get a similar look.
