Hi I am a new knitter and need help!
I have a pattern for a scarf that instructs to knit several rows in one color and bind off all sts.
THEN it says w/2nd color, pick up 192 sts in cast on row.??and beginning knitting again usind second color.
How in the world do I do that?

Do you have a link to the pattern? That always helps when asking questions. I suspect w/o seeing the pattern that each side is a different color? Does it say to use a provisional cast on?

How many sts in the CO row? If it's also 192, then you just pick up a stitch in each stitch along it.
