I'm making this doll dress:

Here's the instruction on the Bodice Front:
Bodice Front
Chain 29.
Rows 1-9: crochet 26 dc.
To shape neckline skip 6 dc in the middle and continue both sides separately.
Rows 10-12: 10 dc. Tie off.
I don't understand the part in red. It sounds like I should finish row 9 regularly, and on row 10, I should DC 10 stitches, turn around to finish row 11 and 12. Then I attach the yarn to the other side of the bodice and repeat. Is that correct?
