Help on Binding Off

I have this pattern for a flower but I don't know how to work it or what it means. The line says "bind off 2 each side every other row". I know we can't bind off at the end so does this mean I bind off at the beginning of every row or bind off the beginning of every other row. Or should I bind off 2 at the beginning and decrease at the end. It's supposed to look like a tapered flower petal. Please help.

I'd do this.

yup, do the bind off at each side on the beginning of a row.

decreases look different than bind offs (and also stretch differently).

And you COULD bind off at the end of a row, too. But that would mean cutting the yarn - something I try to avoid whereever possible...
