Measuring Help

Hi, i am trying to figure out if i have to stretch out my project to get a correct measurement. My project has to measure 35" before i continue to my next step but i am starting to get to the end of my yarn that it calls. It is a shawl so do i need to lay it flat and measure or let it hang and measure? is my question. Thanks!

You probably wouldn't stretch it out until you block when it's finished, then it should grow a lot. So just measure it flat.
