am knitting the bathrobe in DB Essential baby.

I do not understand the directions on p.84 after the first set of dec. rows that begins:

Cont in seed st. dec 4 st as set on next row and 1(2, 3, 4) foll 14th rows, then work the dec row once more 137 (143, 157, 165) sts.
Work 11 rows.

1.) how do you dec 4 st as a 'set'?

2.) will I knit 14 rows in this section (dec. on the 14th row) or is that 28 rows?

It's not that kind of set. It means 'set up the pattern'. You've set up or established the seed st pattern and the decs so you continue to do that, dec on the next row, then the 14th row after that twice (so 28 more rows).
