Bernat ruffle hat problem

I just started the size 6 month bernat ruffle hat. I did the first 10 rows ending up with 49 stitches. It then says continue in same manner Inc 8 st on every other row to 89 st. If I go back to row 1, which I presume is what the directions indicate, it is then more than 8 increases. I know this a simple pattern, what am I missing?

Do you have a link to the pattern? You don't really start over at row 1, just inc 8 sts every other row the same way but not like k1, inc, k1 inc. You must have 8 spots where the incs line up, just continue to increase at those places.
