Patten Question

I have only knitted a few small projects so I am really a beginner.. I do have a question regarding a afghan pattern... In the Instructions it states..

Cast on 281 sts.
Knit 8 rows, noting that first row is WS and inc 10 sts evenly across last row. 291 sts (The 10 sts evenly across last row is where I am confused).

Could someone please clarify this for me?

You'll increase approximately every 28 stitches. It's okay to have a few more or less between increases, but don't bunch them together.

It may help to place a marker on each increase or make marks on a paper to help you remember how many you've done.

Mark your first row as the WS because both sides look the same in garter stitch, but the pattern may refer to working something on the RS or WS later on.
