Here's a site for baby hats that uses the smaller needle sizes. The Little Angel set uses a size 1.

This one says a 2, but I'm sure you could use a 1 and cast on a few more stitches if necessary. It's a very basic hat.

Here's a size chart for newborn hats. This may help you to make your own pattern. Hats are pretty simple and Bev has some patterns here to help you out. All you would have to do is figure out your gauge with the size 1's and multiply it by her measurements to get a number to cast on. I would suggest using a twisted German cast on. This makes the hat cuff stretchy so you can get it on and off the baby easier. Knitting Help shows this in their casting on videos. I use this cast on for hats and the cuffs of mittens.
