Increase evenly just means to space the increases across the row so that they aren't bunched on one side or the other. If you increase by knitting into the front and back of a stitch about every 5th st it should space out the increases. I usually check myself when I'm about halfway through the row to see that I've done about half of the increases.

You need to inc 12 sts evenly spaced across the 64, that's about every 4 or 5 sts. Here's an increase calculator (http://www.thedietdiary.com/knittingfiend/tools/IncreaseEvenlySpace.html) that will help you figure it out. Choose variation 2 for balanced spacing.
