I think you could adapt any blanket pattern you like.
Work to desired size, and place large button hole where you need the buckle slit to be.

I just finished one a few months ago. Here's my pattern for it in a previous thread. I think there's a picture of it in there somewhere.

Okay, here's the pic. It will be the rainbow blanket in this photo array.

I forgot to add that the size 10 needle is an American size. For the UK, this would be a 6mm. Sorry I can't help you out with the dimensions. I fell asleep in math class when they were talking about metrics. lol 2.54 centimeters equals one inch, right?

Here's a cute pattern (http://www.ravelry.com/patterns/library/car-seat-baby-blanket) from Ravelry (free to join). They may have others as well.

*To self: Okay, lazybones. They have online conversion calculators for this*

Blanket dimensions: 21 inches (53.3 cent) by 26 inches (66 cent). Distance to first slot: 12 1/2 inches (31.8 cent). Distance to second slot: 2.54 centimeters. Distance from second slot to blanket cast off: 12 1/2 inches (31.8 cent).
