modern lace henley

Has anyone else had issues with the decrease section for waist shaping. I think its telling me to knit two right side rows one after another. But doesnt that make a garter stitch section in my stockinette? Help

There may be a knit row on the WS to make a turning row for the hem. Is this a few rows after you cast on.

Which pattern are you using for the henley? I see one at Knitty but it's not stockinette.
