I am new to this forum and need some help to understand an interpretation of a pattern.

and the pattern stitch is:
PATTERN STITCH
Rows 1 and 3: Knit.
Rows 2 and 4: Purl.
Row 5: * K1, yo twice, rep from * across, end k1.
Row 6: Knit, dropping yo’s.
BACK
Skirt: With size 13 needles, using A, cast on 97(101-105-109-115) sts. Work in Pat St, dec 1 st each side every other RS row twice, then every RS row 17 times – 59(63-67-71-77) sts. Work even if necessary until piece measures 12” from beg, end on RS.
The part is do not understand is when it says to :

So...my question is what row do i start my decrease in the pattern? Is it row 1 and 3 or 3 and 5, because the pattern says every other RS row twice, so i was not sure if i start it with my first knit row or every other RS row which would be the third and 5th?
