Hi, and thank you in advance for your help!! I do not understand this wording, and do not know what to do next:
I am making a vest from Lion Brand Patterns.

Back: Cast on 94(done). Work 7 rows in Garter st(k every row)(done). Continue in St st only, keeping 4 st Garter st border on each side for side slits.( I get this, how many St st rows?)

Next row:(WS) K4(garter st) P to last 4 sts, K4 (garter st)(is this the next row after the 7 garter st rows?)

Next row: (RS) Slip 1 st k to end Work even until 40 rows have been completed.(work even, does this mean I alternate these 2 rows??)

Dec Row: (RS) K1, k2tog, k to last 3 sts, ssk, k1. Rep dec row every 20th row 3 more times-86 sts. Work even until piece measures 20" from beginning, ending with a WS row.

Do I alternate the 2 next rows?? Where does the decrease row come in?? I am sorry for so many questions, and you can see, I am completely confused. Thanks!!

Yes, those two rows are the stockinette rows, you knit them until you have 40 rows above the garter st rows.... which answers how many St st rows?

After you've done 40 rows in St st, and your last row finished is the purl row, then do the Dec row.

So, after 40 rows, I do the Dec row. Then I do 20 rows of St st, a dec row, and do that 2 more times??

Right, do the dec row, then again after 20 rows but 3more times. That will be dec rows for 4 rows total.

So, you

Garter stitch 7 rows
Stockinette stitch (the two rows labeled "next row") for 40 rows (ending with a purl row) (total 47 rows)
Decrease in row 48, row 68, row 88, and row 108 WHILE continuing your stockinette stitch.
Keep knitting in stockinette stitch until your piece measures 20".
