I'm so glad to hear that everyone has received their packages. Big thanks to Nobones for organizing it all.

In other swap type groups and activities I have belonged to, people who didn't complete swaps were kept track of by a mod or a specified member. That way - they wouldn't be able to continue joining until they cleared up the old.
For example - and I hope I am using a made up name not a real one -
if Sunday6 joined a swap and didn't complete it, they wouldn't be allowed to join another until they did complete it.
Complete it how : if no swap fairy responded, by completing the swap with their original partner.
If a swap fairy did respond and complete for them, they then send the swap to the fairy.
You do not need to make a list public, it seems to serve no purpose, but it would help others who try to start new swaps from having the same repetitive and frustrating wait for packages that were never intended to be sent.
The one holding the list would send the names (and addresses - email and physical) to the new swap leader. People can change account name in various ways, however it is kind of hard to move to a new house or apartment every swap. Anyone on the list simply doesn't get paired with a partner.
Just a thought.

I really don't think there are going to be any problems with non senders signing up to others swaps.
I do really want to put in a big 'Thank you' to the swap fairies, I am so grateful to you in taking on another partner. I'd like to thank Rita, for listening to me when I got a bit stressed and wondered what the hell I was doing. And Sue for my beautiful card, thank you for being so kind an patient with me.
