Looking for an easy seamless shrug/bolero for 2 yo girl

I recently taught someone how to knit and she wants to make a bolero or shrug for her little girl. I think a seamless, top down one would be the easiest, since all the pieces will automatically be the same length. However, I haven't been able to find any such patterns in that small a size.
Can anyone here help me out? Thanks!

This one is knit flat in one piece and the sleeves are later seamed up. And it's very cute.
