That is Mr. Noodle from Elmo's World. Sadly, he passed away a few years ago.

Sorry, I'm wrong. The guy in the "Don't Worry, Be Happy" video is not dead. That's Bill Irwin and he replaced the original Mr. Noodle on Elmo's World who died in 2003.
