i have a question i want to try to make my own baby booties pattern how would i start it out please help me

Uhh...there are multiple ways bottom up or top down. I suggest you look at other patterns to see the various ways they are done.

i want to knit the cuff first then the rest of the booties

Look for sock patterns, that might be helpful.
