Interpreting knitting patterns with brackets
 
I need help to interpret knitting pattern with brackets for side shaping.
The pattern reads:Work in established pat and at the same time, shape sides by dec 1 st before and after each pat panel {every 14th rnd) 0 times, {every 16th rnd} 1 time, {every 18th rnd} 2 times.

I understand the 0 times, 1 time, and 2 times. What I don't get is exactly when to do these decreases. Do I do 0 on 14th rnd, 1 on 16th rnd one on 18 rnd of 1st 18 rnds, then do another 18 rnds for the final dec.

Skip the 14th round, the first dec will be on the 16th round, then the 18th round after that (the 34th, really), then the next 18th round.
