Shaping figures for gloves using two needles

I've recently joined and love it. Thank you so much for your help! I'm knitting gloves using two needles and I'm trying to shape the thumb but I'm confused by the pattern and was hoping someone could help. I have 14 st on my needle.
1st row: K tog every 2nd and 3rd st.
2nd row: P
3rd row: K 2 tog, all along row. Break wool, thread through remaining st and sew down seam to base.

I don't know whether I'm suppose toto knit every 2nd and 3rd stitch or if it's only the 2nd and 3rd stitch.

Thanks for your help!

Oy, that would be better said as' k1, k2tog, repeat across row' with a knit stitch between the decs on row 1, then k2tog only on row 3.
