Pattern help please
 

Am knitting a baby blanket "Lenten Rose" by Tree Knitter Designs

CO 137. Beginning with knit row, work 4 rows stst.
Next row(RS) work border row as follows:
Knit 3, *K2tog, YO, K1* repeat from * across row to last 2 sts, K2Next row(WS) purl this and all WS rows.
Next row(RS) begin side border pattern to be worked every other RS row as follows: K3, K2tog, YO knit to last 5 sts. YO, K2tog, K3.

My question is the last row(RS) it says to work the border on every other RS row. So what do I do on the other RS border? In other words I do a RS with the border then a wrong side(purl)row then what? Just knit straight across? Then a purl row and then another RS border row? On every other RS row I do a border, so what do I do on every other RS row without a border?

I think this is a link to the picture of the blanket. Yes, I'd keep the alternate edge (the rows without the edge yo's) in stockinette and just knit across that RS row.
