Cast on 16 sts. Work 70 repeates of Scarf Pattern. Bind Off. Cut 72 12" lengths of yarn; knt along one long side for fringe

everytime i do the 4 rows it keeps increasing...is it supposed to do that??

There are no increases in that pattern, so it shouldn't change size.

I suspect that you're not consistently moving the yarn between the needles to the front to purl and back again to knit. You'll give yourself yarn over increases if you work the next stitch with the yarn in the wrong place.
