What needle size is required to reduce a size
 
I have a Thomas the Tank Engine pattern that comes in size 22, 24 & 26 inches. It is knitted in 8 ply on 3.25mm (10) & 4mm (8 ) needles. I would like to knit a 20 inch size but because of the picture I can't just reduce the number of stitches without losing some of the picture. What I want to know is, in order to go down a size should I use 2.75mm (12) & 3.25mm (10) needles or 3.0mm(11) & 3.75mm(11) needles.

It's hard to say exactly, unless you have done a gauge swatch with the various needle sizes and know how many stitches per inch you are getting in pattern. I am a little bit confused what your numbers in brackets are?

it took me a bit too cuz i thought she was giving us the US size and i couldn't figure it out...but i think it is the UK sizes which seems to match according to this chart.

It would be best to see how many stitches per inch the given size knits up to. Then you can use that figure to get it the size you want.
