What does 'row 13 (right side): knit across mean?
 
i guess the reason why i am asking is that these instructions say :

rows 1-12: knit across.
row 13 (right side): knit across.

is it the same as knitting 13 rows?

It's just telling you that R 13 will be considered the right side row from now on. So later in the directions if they want you to do something different on the right side or the wrong side, you'll know which is which. You might want to put a safety pin on that side of your work so you can remember it later without having to count.
