Try putting talc on your hands and rub them together and rub the talc on the cord and needle. I haven't done that myself but I had seen some-one doing it and it helped the sts.

Well according to this patt I would thought you do exactly what it tells you to. Bind off the 3 sts on the 23nd row so it's making a diamond shape.
