is this impossible?!

i am trying to cast on for the thorpe hat, a top-down hat. start out with 4 stitches, divide on 4 needles, join, and kfb all stitches.

in the pattern, it says to slip the sts to waste yarn -- so i don't believe that i would be knitting onto the waste yarn.
