how to cut off cuffs and make them longer

I have on old sweater and want to do the cuffs over. The cast on is too tight and I also want to make it longer. Is there a trick to start to unravel the cuff or do I just cut it and pick out one...

dec at neck and armhole

when I dec at the neck edge do I slant the decreases away from the neck edge. Also, for the armhole do I slant the dec towards the body? Which way makes the decreases more invisable?
