Question can someone help me? Please?!?!?!

i was wondering if the diamond seed pattern turns at the ends like the knit stitch pattern? Or is it more like the k1,p1 and is straight?

would i be safe in assuming that your knitted on, cabled on, cast on, etc. Row isn't considered your first row? You start counting the rows after you have already casted on.... Right?
