OK... What are the directions before this part? Do you end up with the right number of stitches before this part?

Without being able to see what you're doing, my only thought is to stop after each row and check your stitch count each time. Either you're starting with too many stitches, or you're missing some of the decreases somehow. Short rows are kind of challenging until you get the hang of it.

I tried to do a list for you of how many stitches you should have on each needle after each round- see if you are on track for each row and maybe that will tell us where the error is happening.

From the basic 25 rows (64 stitches on the needel) the instep reads like this: (start with 64 stitches on left needle)
K36, skpo, turn (37 stitches on right needle, 26 on left needle- then turn your work around to go back the other way)
sl 1, p8, p2tog, turn (After this row is complete you should have 36 on the right needle, 26 on the left- then turn work again so there are 36 on the left and 26 on the right needle.)
sl 1, k8, skpo, turn (After this row is complete you have 36 stitches on the right needle, 25 on the left. Then turn your work so there are 25 on the right, 36 on the left.)
Repeat these two for seven more times:

sl 1, p8, p2tog, turn (35 on right, 25 on left- then turn)
sl 1, k8, skpo, turn (35 on right, 24 on left- then turn)

sl 1, p8, p2tog, turn (34 on right, 24 on left - then turn)
sl 1, k8, skpo, turn (34 on right, 23 on left- then turn)

sl 1, p8, p2tog, turn (33 on right, 23 on left- then turn)
sl 1, k8, skpo, turn (33 on right, 22 on left- then turn)

sl 1, p8, p2tog, turn (32 on right, 22 on left- then turn)
sl 1, k8, skpo, turn (32 on right, 21 on left- then turn)

sl 1, p8, p2tog, turn (31 on right, 21 on left- then turn)
sl 1, k8, skpo, turn (31 on right, 20 on left- then turn)

sl 1, p8, p2tog, turn (30 on right, 20 on left- then turn)
sl 1, k8, skpo, turn (30 on right, 19 on left- then turn)

sl 1, p8, p2tog, turn (29 on right, 19 on left- then turn)
sl 1, k8, skpo, turn (29 on right, 18 on left- then turn)
Then work first of the two again: (sl 1, p8, p2tog, turn)
(28 on right, 18 on left- then turn)
Next row is Sl1 k to end (46 on right, nothing on left- then turn)
K17,k2tog, p8 skpo, k1 (total 44 stitches) (44 on right, nothing on left)
