No it sounds odd, for an armhole. it makes the dec's too far apart.

Perhaps it is a pattern error?? and should be
"rep this dec every other row 4 times".

I will often compare the armhole shaping instructions for front and back, as they usually are the same. (ignoring neck part) a pattern error may become clear that way?
