Elizabeth Zimmerman would say she did ALL of her knitting on 16" and 24" circulars. She would brag about the enormous things (blankets, entire circumferences of big shawls...)she could fit onto a 24" circular. Remember, the stitches DO squish together when on the needles. Unless you are in love with Magic Loop knitting (which requires longer needles), I'd get the 16" and 24" to start, and see how they work for you.
