You could do them toe up without rearranging the cast on to make it a loop but then you couldn't try them on at all. And I don't know how to do toe up.
You don't really need a DPN, anything to transfer the cast on to so you can alternate them would work.

I wouldn't doubt if there was a way to cast on directly, but I cheat the cast ons for all my double knitting so it's the way I do it.
