I think there may be a typo on row 3 about slipping the st with the yarn in front; it's a purl row and that would leave the strand of yarn across the WS. Row 6 is a RS row and you need to pick up that strand which would be impossible. Slip the st on row 3 with the yarn in back, and that would leave the strand on the RS so you can pick it up on row 6.
