need some help with a specific phrase referred to in the Sweater instructions. in the neck section after 14 rows of decreases it says: "work even, without decreasing until work measures 4.75" above joining round, ending with a WS row".

what does "above joining round" mean? the whole sweater is knit in the round ! do they mean we should knit an additional section of 4.75" starting from the end of those 14 rows of decreases?
