Yes, you're just making a narrow rectangle of garter stitch rows.

Cast on 3, knit for however many rows. the 3 stitches on the needle are the first three sts, then pick up 7 stitches along the long side of the garter rectangle. Then pick up 3 (or use the 3 provisioanal stitches if you used that cast on) at the other short edge of the garter triangle.
The center stitch of the 13 (or whatever odd number of stitches you have) is the center of the shawl. You usually put markers on either side of it.

2 or sometimes 3 stitches on each end stay in garter stitch.
