The extra 4 may be the border, or they may be a partial repeat of the pattern stitch. They can also change every row so there may be 1 st at the beginning of the row, and 3 at the end, then next row may have 2 sts at both the beg and end of the row. Just follow along the pattern and you should see how it works out.
