Those are very good instructions on how to do what they ask you to do so I think you'll be okay if you just follow it as you go. Just remember that the basic idea of short rows is that you are only working across part of the row and then turning as though you were at the end of the row and working back that direction. When you turn in the middle of a row there will be a hole made. That is why they do the wrapping procedure. It closes the hole.
I just noticed on rows 11 and 12 that it tells you to pick up the wraps. They don't tell you how to do that though in anything I see here. There is something to know about that too before you try it. There is a video about short rows with wraps on this site. Here is a link to the page. LINK
