Every repeat has 20 stitches. The lines just didn't print in the chart. Imagine that the lines are there and you'll be fine.

I don't know if you saw this part of the pattern, but it doesn't seem to fit, either.
I agree about the count. If you have 132 stitches and 20 stitches per repeat, you don't come out even, even with the extra stitch at the end of the round.
I think I'd cast on the 132 for the ribbing and then increase on the next round to 140 and work 7 repeats.
