Row 1 is not a garter row, just the first and last stitches. Which means knit them on both sides.

This isn't exactly a 'drop stitch' pattern, it's called Brioche st, where the YO and slip st are knit together on the next row. You might be able to find a better tutorial for it on the Brioche website. It also takes about 2" of working the pattern before it looks like it's supposed to, a couple rows of it just isn't enough.
