IMO, it really depends how cold, how windy and whether rain is a factor. Wool is required for mountaineer's clothing because it feeds your body warmth back to you. (Even when wet a wool sweater can provide warmth.) If a mountaineer isn't wearing wool, he can't go with the team. That's what my brother-in-law told me. He's climbed many peaks, and is part of our State's search-and-rescue teams.
The wool sweater with a rain jacket, as you mentioned, sounds perfect for most conditions. A nice aran weight sweater, maybe even a bit thicker like Manos del Uruguay yarn.
